I have had the same concerns in the past with both my M and 70 Oliver. At a pull I was told the rule was intended for those modifying their hitches. If you are using the original hardware then that is fine. For further clarification, you can contact NATPA and ask Ron McCormick. I believe he sits on the tech committee and should be able to answer the question officially. I haven't ask Ron but could at the upcoming Sterling, CO or Torrington, Wy pull in Feb. Just let me know if you don't get a definitive answer and I'll see what I can do to track him down and ask him.... I'm sure he'll be there.

Good luck.
