valve job or rings needed

Need soem advice on a IH 300 gas. Did a compression test, got 130#, 121# 116# and 132#. Took the head off, found that we have 3 5/8 bore with pistons with 2 raised portions each, (M&W high compression?). We have one exhaust valve (in one cyl with 130# compression) that had a nice tan color, otherwise ALL other valves, combustion chambers were extremely oil soaked/covered.

Do we need to look at a valve job or are the rings bad? Can we install larger valves, and if so, what kind work the best? We hope to pull with tractor next year. Thank you for the advice.

A GOOD VALVE JOB FIRST !!! HAVE THE MACHINE SHOP LOOK FOR ANY AND ALL AIR FLOW PROBLEMS!!!
GRIND OFF THE HIGH SPOTS, GET RID OF THE VALVE GUIDE PART THAT STICKS INTO THE PASSAGE WAY !!!
PUT LIKE PISTONS IN !!! DEFINITELY DO A RING JOB!! ALSO TAKE 40-50THDS OFF THE HEAD, THAT'S A SAFE AMOUNT!!! CLEAN UP AND MATCH INTAKE AND EXHAUST MANIFOLD TO HEAD !!! NEED TO GET COMPRESSION UP A LITTLE !!!! POST TO CHADS HE'LL HELP A BUNCH
