Acrylic enamel over rattle can paint or not?

I have a tractor the neighbor gave me to use and he said paint it when I am done with it after the summer is over. He used a red spray paint from the can a rattle can paint job.

the tractor is clean, but can I paint over it with an acrylic two part enamel or should I wash the paint or strip it off and prime, and paint it with my acrylic enamel from NAPA?

Will the Martin Senour paint from NAPA stick to a rattle can paint job or will it chip and peel off over time and I should prep it right and wash it off with lacquer thinner?? thank you
