Silver King steering

Just bought a 1936 R-38 and it has two little problems.
1. Steering wheel needs redone. How do I get it off?
2. There's a bushing or bearing missing on the steering shaft. I can make one out of wood or nylon, but would prefer to be authentic. What exactly goes here?

The steering wheel has a taper shaft and keyway.Just take off the nut and use a gear puller or wack from the back side.They had fully coverd steering wheeels,but i just bought a replacement for an oliver 77 that was coverd only on the outside.I guess i'am cheap.Later they changed to outside covering.There should be a ball bearing in there but i just used a homemade brass one.It works fine for just showing it.
