550 Roosa master timing mark missing

I have a Oliver 550 Diesel with a Roosa Master DB pump. It ran like a champ 2 years ago after not running in 5 years now it wont start. I changed both of the fuel filters and bled the system to the pump with no problems. I bled the pump at the injectors by cracking the lines to release the air and I have no fuel flow. So I thought it might need a little help so I hooked up a vacuum pump and tried to pull the fuel through (whal cranking) nothing. The shaft is turning. Unless I missed something I figure the pump must be gummed up. So I started the process of removal by lineing up the timing marks on the flywheel and the one on the pump to find #1 TDC like it says in the manual. The pump has no timing mark of any kind. Just wondering what to do now. Also their is a few different ways to remove this pump just wondering if anyone knows the best way. Once I get it removed I need someone to rebuild it. Thanks in advance for all your help.

Are you sure you are on #1 cylinder and not number 4? Remember #4 is one full turn behind and there will not be a line on the ring in the pump. Put a reference mark on the front pulley with a piece of chalk and give it one more turn, see what happens. Before you take the pump off I would make sure that the shutt off is working. I would also check the return line to make sure it is not plugged from a failing governor ring. In fact I have taken the fitting out and started them up to prove to farmers what the problem was. Have you taken the top cover off to see if the shutt off moves the metering valve? More questions? J.

Thats is one of the problems their is no rotation notch on the pump shaft. When I turn the tractor over I can see the shaft turn but no line ever comes around. As for the shut off it has free movement back and forth. No I did not take off the top cover the screws that hold it on are tied by wire and with all the springs and linkages I did not want to do more harm than good. I did not check the return line. When I check the return line do I just remove the line or do I remove the fitting off of the top of the pump. If the governor ring is failing would the pump need to be rebuilt. Thanks
