What model are you working on? I replaced one a few months ago on a Super 88 Diesel and I pulled the governor off and then replaced the two bearings and the oil seal. I didnt drill out the seal, just disassembled the governor and removed the bearings and seal. I got the oil seal from a diesel injection shop for like $5.00 (versus like $25 from Agco) and got the bearings at a local machine supply shop for $8.00 each. If its a American Bosch PSB pump, the Bosch numbers are: oil seal - PK 901 and the bearings - BB 1025 (which I think references to number 1607DC). My shop and parts manual where helpful for this project too.

The problem is the bearings and maybe the shaft behind the seal are worn. You can take the governor off with out removing the pump. Kits are available. Shafts may or may not be available. More details at the end of the week.
