Oliver 1250 Starter Problem

I have a 1250 which keeps eating up starters. It is sheering the armature shaft. Currently I am pulling it started until I figure out the root cause. I was told it could be the ring gear. Any advice how to figure this one out without having to split the tractor in half?

I'd check for something wedged between two teeth of the ring gear (ie a tooth from the old starter). It could shear the shaft when it comes around with the starter engaged. You could check through the starter hole while inching the flywheel around.
