The PTO on my 1960 Cockshutt 560 won"t disengage, and is making a constant "chattering" sound. The lever to engage it moves freely, but the PTO will not disengage. I was wondering if anyone knew what the problem might be, and what it would take to fix it??

If it continues to turn at full speed or even just partial you have a couple problems. First the brake ring tab has worn off or is broken. If it is turning at full speed then the clutch plates are stuck togeather or worn out and seized togeather. You will have to pull it from tractor pull the unit from in side housing and dissassemble. If the plates have a little ware you might clean, reassemble, check for gap tolerence found in servise manual, and if all is ok with new oil put back togeather. You will need to find a used or new brake ring to put in it. If the lineing has come off plates or is worn smooth then they are junk. I sell 5 piece replacement clutches and plates for $170.00.. I have a few used around and may have a brake ring. Other wise Phill Hiesey sells new brake rings. if you need more info or help email me directly or call me at 7242534285. Irv

The PTO seems to be turning at full speed regardless of where the lever is placed. Is this something that the average joe can tackle, or should I take it to a mechanic for this kind of work?

Sounds like clutches are seized either from corrosion or being worn out. It is not that bad to work on if you have a diagram and lay every thing out as you take it appart. just need to pay attention to how they parts go in and how they come out. where are you located? do you have a parts diagram?
