Oliver 1600 gasser runs ruff

Going Friday to pick up my brother-in-laws Oli 1600 gasser for cultivating. He says "you can use it but it needs work as it is running rough". Says at lower RPM it sounds like it's starving for gas and at higher RPM under load it sounds like it's flooding out. Not alot to go on without seeing it but I'm thinking dirty/wet gas or possibly poor ignition. Low battery output might cause it to stumble at higher RPM but I don't think it would act lean at lower RPM. Just trying to prepare myself for troubleshooting. Any/all thoughts kindly appreciated.

Give it a tune up with new plugs and plug wires new cap and points and condenser. Also drain fuel and put fresh stuff in. I say go from there and see what happens.
