I have a neighbor who is still using his 28-44, but the radiator core is about shot. It seems to be bad everywhere, so repairing is not an option. He has gone the black pepper, etc. routes and they all helped for awhile.

Is a radiator core available for this tractor, or will one have to be fabricated at a radiator shop? And any idea of cost?

You can seal off the dodgy tubes by soldering or other means after dismanling it. May be plenty of good tubes left to keep it going for years.
I"m wrong side of pond to comment on prices, but it is no big deal to have one made - you just take in the old one and they can use it as a pattern.
last one I bought was for an 80 and cost me �150.
