I was offered a 1937 28-42 to buy and have no idea as to the value of this complete but stuck tractor. Can anyone help?

I saw a slightly older 28-44 on steel sell on ebay for around 1200 or 1400 last week.Cant remember the price exactly. I've seen runners range from 2000 to 4500 depending on looks/degree of restoration. Thats just what I've seen though, hope this gives you an idea.
