WE had this Oliver sitting out in the yard and the brakes were locked up on it. We took them apart and got them moving again but as soon as we put them back together they locked right back up. now we can let the cover be loose a little bit and then they won't but as soon as you tighten the cover up and locks us. DO i need new pads or will they work loose after we use it sense she hadn't been used in such a long time.

Based on your description, you probably have the mechanically actuated disc brakes used on most Olivers of the 50s and 60s. The pads are not causing the binding and sticking. The linkage itself is the culprit. Take the actuating assembly out and disassemble it. Condensation and moisture inside the brake housing has very likely seized the joints of the actuating assembly. Some you may need to chisel or torch to remove. Install new hardware at the joints and pivot points in the actuating assembly, new springs, and clean the actuating discs and arms very good before reassembling. Things will work fine after that. The spring force is no longer enough to overcome the seized joints so the brake actuator won't return to the neutral position when you use the brakes.

I"d be interested in the answer for this one myself. I"ve got a late model 88 standard that does the same thing on the left side. It really has me baffled. I"ve taken it apart as well along with adjusting it. It"ll work okay for an hour or so then start getting tight again. Finally gave up with it and like you, I just left the cover some what loose

Check to see if you turned the mechanism in reverse (flipped it half over) when they do this on some disc brake units when they start to tighten they continue to get tighter and will lock the wheels.
