Oliver 550 won't run--carb flooding

My Oliver 550 will not start
Here is my story. Last time I used the tractor it ran great Since then it has been sitting in my shed for 4 months. When I went to use it it would not run. I checked the gas and the lead additive had jelled in the tank. I flushed the gas tank and fuel line with a quart of gas and I took apart the carb and cleaned it out completely.

The carburetor (Marvel Schebler TSX-811) on my Oliver 550 is flooding. I mean the gas pours out of the carb.

After I reassembled the carb and mounted it on the tractor and went to set the High-Speed load screw The gas started to siphon out of the angle tube (jet) that protrudes into the venturi.

I checked the float height it is set correctly ( 1/4" down from the gasket surface) and I hooked a gas line to the top half of the carb and held the float up and the needle valve works, the float floats and I do not hear any sloshing around in the float so I think that is ok
I ordered a carb rebuild kit other than that I don't know what to do.

Could anyone please help me????? What should I do or check???
