CHANGED CARBURATOR,GOVERNOR ACCELERATES ABOVE NORMAL RPM WHEN ONLY ON THE THIRD KNOTCH ON THE THROTTLE. WITH OLD CARBURATOR,GOVERNOR WOULD STICK AND EVENTUALLY RELEASE TO NORMAL RPM AFTER SEVERAL TIMES MOVING THE TROTTLE THROUGH ITS NORMAL RANGE OF MOTION.QUESTION IS THERE A PLACE TO ADJUST THE GOVERNOR SENSITIVITY BACK TO NORMAL RANGE OF MOVEMENT OF THE THROTTLE?

It sounds like a govener problem not the carb. The gov.arm and spring are very close to the other lever and its common for them to hook each other.Sometimes you need a new bushing or just bend the L shaped arm so it wont drag on the one hooked to the throttle. Then reajust the spring for correct speed, after checking the correct length off the throttle rod.

When you put the carburetor on how did you check the adjustment on the rod that connects the governor and the carburetor throttle shaft?
