88 high idle problem

I have a 88 that the governor has never worked right.Itdoes not have a stock carb on it.The previous owner had tie straps on the governor spring to get the right high idle speed. I have adjusted the linkage like the book says and can only get 1690 max rpms .When the engine runs the governor spring stretches about twicea as long as it is suposed to be.Ihave changed governors and put a new spring on it. The governor works it just wont rev up . Any ideas?

A couple of questions to start with. Do you have the stock governor spring. How many active coils are there in the spring Have you had the weight assembly off and inspected the weights, pivot pins and the thrust washer and the thrust bearing. Does the butterfly in the carburetor go to wide open position. If you unhook the linkage rod between the slide bar and the linkage under the fuel tank and pull on the spring can you get to 1700-1800 RPM. Now your turn to explain: Questions.

Yes it is a new stock spring, 19 working coils, and you can get the rpm if you pull the linkage.I dont think my 77 spring stretches like this one does i havent really payed atention to it though.Any ideas why it pulls so hard on spring? Icant find anything wrong with the governor I even put another one on it .I maxed out the adjustment to get about 1690 rpm no load.Thanks.

A 88 is only rated at 1600rpm
