550 PTO clutch

I recently purchased an Oliver 550. This one is unusual (I think) in that the PTO lever is mounted next to and to the right of the instrument panel. I have never seen one mounted there. Anyway I'm trying to adjust the clutch. It doen't snap into place but pushes forward with no resistance what so ever. I bought an operators manual and followed the instructions for adjustment. I have turned the adjuster 11 notches clockwise and the clutch still does not snap into place but pushes forward with no resistance. When I pull the lever back and lock it in place the PTO shaft still turns. So it's obviously adjusted too tight. Can anyone help me out?

I had a similar problem on my 550.
The PTO was under full power all the time.
One of the three links that engage and disengage the PTO was broken. (They look like a chain link).
I finally split the tractor and made a new link.
It would be possible to repair through the inspection plate.

When you look through the inspection plate, what position are the arms on the PTO? Is there travel? You say the pto still turns but does it feel like it is locked in or will it stop if pressure is added? The arm that fits directly on the pivot shaft should have a thick washer that locks it on to the shaft that the tightening bolt runs through, make sure that it is there and the lever just isn't slipping on the shaft. Hope this helps.
