Have a 660 Oliver, nice tractor, like baling with it. Have had the carb. apart several times, It sounds like the low idle is to high. I have not put a tach to it. My guess by ear is that it is running about 1/2 speed at low idle. I had a tractor mechanic soak and adjust the carb. Could it be a governor problem. The throttle lever is in the middle of the quadrant, and about 2 notched down is enough to starve the tractor for gas and it will die. If I only go one notch below it will idle, but I think it is running way to fast compare to what I hear other tractors running. Any suggestions or am I just trying to fix something that isn't wrong?

Sounds like you may be trying to idle on the main power jet instead of the idle jet. There will be a slow running setting screw on the throttle plate, to limit minimum revs, and a slow running adjustment screw either for fuel or air.
