I have a 1941 that had the same fenders and a 1937? that has the flat spoke wheels . So i guess a 1939 could have both.

The rears appear to be flat spoked wheels. The steel tire was cut off and a new rim was welded on to hold the rubber tire.

I watched my dad and uncle do this to an old 70 years ago when they still farmed with a couple of Olivers.

I have a 1938 styled 70 with round spoke rear wheels I think made by J & H with weights by the same company that hang on with J shaped hooks to the round spokes. It also has front wheel rims the same as in the picture. My question would be the fenders, mine are wider ( maybe 3") not the rolled edge that are in the picture. My Dad bought my tractor new in March 1938, I have a delivery inspection sheet with the date of March 8, 1938 along with the operators manual and a parts listing.

Back then it could have been right, rubber was an option on most tractors around that year
