I took J. Schwiebert's advice and checked the pressure. Three outlets built and held 980 psi. untill released. The other built up to 810 and then dropped off instantly. I studied the diagrams in my I&T shop manual. Should I look in the interlock or spool valve first. Also when I have the loader hooked up I get a slight amount of bleed between the two good outlets from the one circut to the other. Final question, can a person up the pressure in the system with out damaging the pump.

Looks like I am the one that is going to stick my foot in my mouth so to speak. The purpose of the ball on each end of the interlock is to hold the load or pressure in your case. The spool is not selectively fit. That is not your problem. Either the ball does not seat or the O-rings on the plate are bad. The seat is also sealed with an O-ring. Myself, I would let the pressure where it is. What kind of force (psi X cylinder area) are you looking to obtain?
