Uncles 1949 Cockshutt 30 was fully restored in 1964 and has never been touched sence except, it was converted to 12 volt. Last summer well he was seeding, it would over rev to about 2500 there supose to run 1800 full throtle. I think it would be the govener or Carb.. Has anyone ever had this trouble before, and what did you do tp fix it..

Andrew, You have a Novi flyball type governor. Ajax has provided good advise. After his direction, disconnect the gov. to linkage rod at the gov. arm. Remove the gov. spring, move the carb. linkage rod and the gov.arm all the way forward toward the radiator. and check the overall length of the rod. It must be exactly 11 & 7/16 inches. The link end screw should drop right into the hole on the gov. arm. If not, bend the gov. arm to fit. If all outside linkage is OK, you will have to go inside. Check the two needle bearings on the gov.case, thrust bearing, condition of the flyballs.
I have the new bearings, seals, springs, linkage ends, fly balls if you any of these.

Remember this, Springs give it more, weights take it away. How free is your linkage between the governor and the carburetor? I do not remember who the vendor was for the governor, but wear on the weight pivot pins can cause problems. Do you have a manual so you can check your governor adjustments? Check the linkage and check all pivot pins on the outside to make sure they are not causing any binding in the linkage.
