I read it as you THINK it has a stuck valve. Find out first. Remove valve cover and confirm. It might just be no valve clearance holding valve open. Find the problem, first, then run oil down stem and when loosened as other post says you will be able to tap it open and let oil work it's way through. Not much to go on from your post. If it has rusted badly, further remedial action may be necessary.

Thanks for you help. It`s a flathead, Plugs are in top of head. Conti. Engine 144 I think .

Jerry,
Removing the valve cover will still confirm your problem. You might even have someone elses foreign body holding the valve open or perhaps a broken spring/collet. You can still open the valve from below. Don't try to skimp by just working through the plug hole. Btw what caused the problem?

Find the bad cylinder then remove the sparkplug.then useing an allen wrench slip the short end into the plug hole and ontop of the valve.Then push the valve with the wernch.You can spray some penetrating oil in too and turn engine over and repete untill its free.
