I'm in the excavating business and over the years have had great luck in your situation using Rizalone. Available at any hardware store or auto parts store. I'm assuming that the tractor is running and not stuck. We dump some in the fuel and the oil sump, and so far, it has always worked.
Good luck..... Larry

By reading your question you mean the rings are stuck in the grooves and the pistons and rings are not stuck in the bores.

Liquid pentatrant and time. Start it and try again. I would even go as far as using an air chisel and large flat object to add some vibration to the block after spraying. Don't know if it would for sure break them loose but won't hurt as long as you spread the impact out with a large blunt object. After a few aplications check the compression again. It wouldn't hurt to look in the bore thru the sparkplug holes for scores on the bore in case the rings are acutally broke like RAB mentioned.

A couple of squirts of PB Blaster down each plug hole and let sit overnight or longer will free up some with just surface rust on the cylinders.

Or you can try to tow it in gear, clutch in, and then pop the clutch at some reasonable speed. Be aware that this can not only break a ring but a broken ring can damage cylinders and pistons. If the engine is really stuck, this can also break the tires loose so be careful.

Towing a stuck tractor and releasing the clutch and sliding the wheels isent a very good way to free up an engine. If its stuck very tight, your quarenteed to bend one-two-or maybe even all the rods. Trust me on this one, i found out the hard way 20 years ago. Best to let em soak till a good battery and boost will turn it over. If a week or so of soakin dont work, pull the head off it and fill the cylinder holes with carb dunk. That stuff wont be long workin down through.

I agree with you. It's usually done only as a last resort when you are faced with tearing the engine down anyway. I should have been more clear about that.

You won't know whether they are in proper order unless you tear it apart. How do you know they are stuck, not already broken?

As Ollie said PB Blaster is the tool. I bought a 66 with compression on one cyl after sitting for 11 yrs. Daily sessions w/PB and the starter brought all 4 to life. Ended up w/a strong runner and no smoke, took about 10 days to free the rings.
