550 sticking brakes

Recently had the brakes relined on my 1958 Oliver 550 gas. Ever since the reline the brakes will very often lock up tight when applied. They will not release until you move in the opposite direction it was going when it locked up. The fellow who did the reline job came back and tore them down again and really didn't find anything. He cleaned the disks up and they were O.K. for a few days. Now they are locking up again. Any ideas?

Dont know if this will help or not,but had the same problem with my s55 after many times of taken the brakes apart and finding nothing wrong it turned out that the three 5/8 inch cap screws positioned around the center of the brake housing where way to tight,shoud be around 40 to 45 foot pounds of torque,when all else fails go back look for the simpilest things,sometimes you will laugh at your own self for seeing it the first time.

I was just checking the manual, it says to remove dust, which it seems you have done, It mentions to actually remove the drum and clean the splines and the teeth on the middle discs, it also says to look for roughness on the brake stops on the actuating disc and brake housing. Remove rough spot s with a file. The following paragraph is the most depressing,

In some instances, it has been found that the outside diameter piloting surfaces of the actuating discs were not concentric with the ball ramp seats causing the discs to bind. If this condition exists, install a new assembly.
