Two items. Found the fuel pump to be shot. Pump was blowing fuel out the seal and into the govenor housing, which in turn was sending it back to the engine via a small vent tube. This tube is just a little bit back of the open vent tube which was spilling out the oily diesel fuel mix. New pump, no more fuel spilling out, but still didn't start.

Took the advice of the post regarding the emergency shutoff being tripped. Everything was fine, but took the cover off the blower and was able to spin the blower with my finger. Turned the engine over and the blower did not spin. Blower is now sitting at my diesel machine shop being redone. Second time in the last 5 years. It wore out the shaft on the blower side. Thanks for your help.
