70RC Won't start

I have a '38 70RC with the 5 gear engine and a distributor ignition. It was running when we acquired it in the fall. I had the tractor running several times in the fall while I was working on getting the generator to work. After getting the generator charging it sat for a while over the winter. I went to try to start it a few weeks ago to begin working on other issues and it fired briefly and then shut down. I've been unable to get it started since then. I've overhauled the carb, replaced the condensor, points, cap, rotor, plugs, plug wires, the primary and secondary wiring from the coil to the distributor, the wiring from the battery to the coil and the coil. With the exception of the coil it was all stuff I was planning to do as part of restoring the tractor, however it still will not start. I've used a spark tester to check for a spark and I'm getting a good spark on the tester. I've also checked the timing to make sure I have spark at the right time and it appears that I do, yet it won't fire at all even with a shot of ether. The most I've gotten is a puff of smoke or two from the stack but that's it. I just pulled the valve cover off to see if I could see any valves sticking or anything. It does look like the valve rocker clearance is more than it should be but I doubt that changed that much since I got it. It's probably run less than an hour since it got here. Am I mistaken in thinking that even if my carb is messed up and I'm getting proper fuel delivery it would fire at least a few times on ether? The engine ran very smoothly the last time it ran. Is there something I'm missing?

I know this sounds crazy, but 70 manifolds can and do flake rust off the inside and plug. take off the carb and manifold and check. all the either in the world wont work if the manifold is plugged.

I hadn't thought about rust flakes. It doesn't sound that crazy at this point. Thanks for the idea.
