550 Power Steering Booster Cylinder Repair

I am working on 550 power steering booster cylinders but have hit a dead end and need some experienced help. According the the Oliver Shop Manual, I should be able to remove the rod entirely once the retaining ring, scraper and back up washer is removed. I removed everything including the seal. However, it bottoms against a very definate stop somewhere inside of the cylinder end and won't budge. Do anyone have experience removing the rod and if so, are there seals like a typical hydraulic cylinder on the rod? Down in the bore I can see what looks to be a metal cage (cup) for the seal but it is a bit more substantial and seems to almost be a permanent part of the cylinder. That for starters is in the way but I don't want to maul it to get it out. I want to remove the rod in the hope of putting on new cups as the rod strokes too easily and seems to let oil pass by. The manual is not much help.
