I currently have an 80, the mag will not click. Someone told me the impulse should not be in the mag, but the governor. Is this true?

If it is built like a regulat mag look and make sure that the springs in the back of it are not broken. These are the ones that kick the little fingers out that are back there. We had a B JD that did that.

That is not true. The predecessor to the 80, the 18-27, had the impulse in the governor housing, but one of the changes when the 80 came out was a different mag, with the impulse in the mag. Try just taking the mag off, and spraying with some carb cleaner, and blow out with an air hose, then lube with some light oil. The impulse tends to get gummed up and stick when dirty, or heavy oil used. Good luck. Terry.
