Found a super 98 complete but sitting out at the least 20 years . but she clean.Guy want,s an offer.

I'm not even sure if you are talking about a 990, Super 99 or Massey 98. There is no Super in a 98. Without knowing more about the condition it's a little hard to be specific as to the value. Ball park value would be $3000 to $8000. Of course if I was the guy making the offer I would want to be on the low side. I would advise against trying to start any GM Diesel that has not ran in a number of years until you have had a good mechanic check the fuel system. The injectors on these tend to stick and hold the rack in one position.
