Help with carburetor Oliver 77 gas

The adjustment screws on the carburetor don't have any effect. Does this mean it needs a carburetor kit? Can you tell me where there is a good book/article on doing tuneups such as this?

Rod,
Before tearing down your carburetor, do an air leak test. This is right out of my manual:
"Air leaks are frequently the cause of improper carburetor operation and will result in poor idiling characteristics and an excessively lean mixture throughout the operating range. If air leaks into the float chamber it will upstet the balance of air pressure in the carburetion system and will make proper adjustment impossible. to check for these leaks remove the air hose between the air cleaner and the carburetor. With the engine running, slowly cover the carburetor air horn with a piece of cardboard. If there are no air leaks the engine should slow to an idle before it stops. If the engine stops withour slowing to an idle because of excessive air enrichment of the mixture, it is due to air leaks either in the float chamber gasket, flange gasket, or around the throttle shaft. Do not use the choke to make this test." I would run this test first to see what needs repair or replacing
