Decent price for 70?

There is a 1942 model 70 owned by a friend who just wants to get it out of his yard. It has good fenders, and good side shields (rear shields are missing). It has a hand throttle, and three brake pedals (frozen). The water pump is messed up, and the rear tires and rims are destroyed. It supposedly ran a few years ago. It has a good serial tag.

Is it worth the $400 he is asking? My idea is to buy it, and steal the fenders for my 1940, and maybe other small stuff. Then I would try to sell again. Is there a good chance I could break even?
