Need help starting 3-71

I recently found an American dragline with a 3-71 GMC. I was wondering if this was the same engine in the Super 99's? It has been sitting for fifteen years, but I got it to turn over. Having trouble getting it primed to start, even tried starting fluid but won't fire. Any help would be appreciated as I would love to hear her run.

It is basicly the same engine but GM made differant versions depending on the need of the buyer.The blower can be on either side and the exasht can be on either side or on the same side as the blower.Its very common for the injectors to stick or become plugged after sitting a long time.If you havent done it remove the valve cover and wiggle the injector rack back and forth to make sure the govoner and injectors are not stuck.The sutdown lever needs to be in the right place and the emergency cutoff must be open,this lever is on the blower.There are plenty of GM moter experts on here and out there allmost anywhere.
