1855 hydraulics and pto questions.

First, when I engage the pto, the lever will not stay ahead by itself unless I hold it for quite a while. It looks like the slot in the console has previously been extended to allow the lever to travel further ahead. What do I need to check, or is this normal? Been doing it quite a while.

Also I was wondering the proper procedure for changing the hydraulic oil. I have presoaked the filter and let the air escape with the petcock above the filter housing, but every time it sounds like the pump starves for quite a while. Being a new 23gpm pump and the first change this time, I'd like to make sure I do it right.

One more thing, on the right side of the tractor below where the right 3 point shaft comes out of the tractor, near the hydraulic control valves, there is a little "cup" in the shape of the tractor, that cup always has hydraulic oil in it. It looks like it's coming from inside the tractor, where the 3 point shaft comes out. Is it difficult to get in there? It is a very slow leak and I am thinking about leaving it, if it doesn't actually hurt anything (paid someone a lot of money to go through the thing so I wouldn't have leaks, had lots of them since).
