Oliver governors are verry sensitive when properly adjusted, a couple surges is not bad if they settle down. Two more things to check is the linkage from the governor to the carburator and the surge screw on the front of the governor. The linkage should be 1/64 long to fit easy when the throttle is at maximum speed and the carburaator shaft is in wide open position. Delbert

Haven't had any experience with that myself, but the trouble shooting section of the manual has the following reponse to surging:

Carburetor damage, obstruction or improper adjustment. Check for high or low float level with the manometer on HC engines. If adjusting is required disasemble and set float. Clean screens and jets. Readjust settings for carb. Too lean a mixture will cause overheating, preignition and poor acceleration.

Carburetor throttle lever loose on shaft. Tighten or replace lever or packing as required.

(setting for Super 55 Carb) Hi-speed 2 turns, Idle 1 1/4 turns.

Surging on a governor equipped engine is often due to an improperly adjusted governor. Surprised they didn't have that in the book.

I just experienced that same problem. There is a very small passage way in the carb that feeds fuel for low speed idle. The fuel flows past the idle mixture screw. This passage was plugged on my carb and the tractor idled up and down as the govenor moved.
