77 governor (?) problem

I have a 77 Row Crop that I think is having governor problems. The throttle lever only moves about 1/4 of the travel, and it goes from full open in that travel. When I back it off, the engine stays at about 1/2 throttle until I reach down to the linkage in front of the governor lever and move it, then it goes back to idle. Any ideas what is happening? The tractor doesn't seem to have full power when I am pulling something with it. Thanks in advance for any help.

The gov.should respond to engine speed changes by
moving the carb linkage back and forth as nessesary. Set throttle at high idle, say 800rpm.
Grab linkage at carb and move to slow eng. You should feel the gov. trying to push against you to
open it back up. Likewise, if you incr. speed, you
should feel gov. trying to slow you down.If the
gov.appears to be responding, then make sure your
linkages are able to move freely, and that springs
are in order. If you feel no response from gov.,
it probably needs rebuilding.EEE mail me if you
