Back to basics. Have someone try to start the engine while you squirt carb cleaner in the carb inlet. Don't be afraid to squirt a fair amount. If the engine will run this way, the carb is shot. If not, the ignition is shot. Given that you just rebuilt the carb, if it's the problem it most likely needs adjustment. The ballpark specs for the # of turns for the carb screws are in the manual. If you don't have one handy, back them out 4 turns, then try to start it. If it starts, it will run poorly but then you can adjust them in. If it won't start, be sure the carb is actually getting gas (check the filter, gas line, petcock if you have one). Very old gas can also cause this symptom. If it's the ignition, then pull a plug, reconnect the plug wire, lay the threaded portion of the plug on the head and turn the motor over. If you don't see a big fat spark, check the points, point gap, condenser, rotor, cap, plug wires, and plugs in that order. It's possible that both the carb and ignition are faulty so check both carefully.
