It sounds like someone has turned up the fuel delivery, either by mistake or on purpose. I used to rebuild the pumps and many farmers asked me to crank up the fuel delivery until the machine let out a cloud of black smoke under a load. It does add some horsepower, and turning the fuel up on stock tractors was a standard thing to do at County fair pulls every year. If your static timing, or your timing advance is off, you can get similar problems, but not as drastic. Static timing is easy to check. The advance needs a plastic timing window put on the pump temporarily, in place of the little rectangular steel cover with two screws. As far as the fuel delivery goes, it's easy if you know how but kind of hard to explain by email. The top cover of the pump must come off (three bolts- perhaps safety wired). Then, there is a bolt that is accessed from the outside of the pump, probably with a 7/16" head on it, but some are allen drive, with a thick aluminum washer under it, that runs into the pump lengthwise and supports your governor spring, cap, etc. This needs to be removed, the spring, etc. pushed out of the way, then the pump rotated slowly - by turning the engine over slowly, until you can look straight down into the pump through the newly exposed hole, and an allen screw comes into view. This screw rotates when the engine turns, thus the need to turn the engine and pump over in order to line it up. Once you can see it, and get an allen wrench into it, turning it it (clockwise) will increase fuel delivery - so you want to turn it out(counter clockwise). From what you describe, I would go 1/3 of a turn and try it. If you go too far, the engine will lack power and start hard. One note, with some of these pumps parts of the throttle shaft might get in the way - if so there are one or two clips on your throttle shaft that you must pull off (depends if you have electric or manual shut-off) It sounds complicated, but once you've done it, it takes 10 minutes. The older General Motors diesels used in Suburbans, Blazers, pickup trucks, and the military Hummers use the same basic pump.
