My Oliver 88 develops ice on the side of the carberater after about an hour of operation at normal temps. Could it be caused by a restricted or increased air flow? Any suggestions are appreciated.

Any time movement is changed from low speed to high speed and pressure drops it is a cooling process (that is how a refrigerant process works).
Your Ice Tea pitcher gets droplets of water on the outside doesn't it from the cool air around it because cold air can't hold moisture. Well the carb is a low pressure area and yours has gotten cold enough to freeze the moisture, outside doesn't hurt. Now it can happen on the inside of the carb and intake manifold also(temp. has to be near 32 and humidity high) to the point where it chokes the engine down. Thats why the intake manifold was increased in size on the 1600 to slow down the speed of the air/fuel mix. The other benifit was a slight increase in power.

Depending on temperature and humidity, this is perfectly normal.
