88 Oliver oil pump problems

OK! Guys don't let me down. I told my father in-law that I could get some great help over the internet to his problem. He is in the process of rebuilding his 88 Oliver loader (been in the family for years) and is having problems getting the oil pressure working. He has oil pressure, but none to the top end. Also, which "head bolt" does the oil come up through? He has tried 2 positions with the head bolt, but no success. The engine if a 6 cylinder Wakashaw (excuse the spelling)

Oil head bolt goes in hole farest to rear also on right side of engine . The oil presure in this hole is metered by the crankshaft bering (rear)if put in wrong there will be no presure. The holes must be in bering and line up with block.

I can add another thought if dry it can take awile for oil to get to top.
