When I have the tractor running at full throtle the engie is sounds rough and is not getting full power, but if I let off the throtle it idles fine. Not sure if there is a problem with the carb, because I just did a rebuild on it last year.

Check the timing and centrifugal advance. If the weights are rusted up, the spark will not advance at higher rpm and cause a power loss.

Back the large screw on the front of the carb out 1/4 turn. ray

Check to make sure the plugs are clean. If you run too rich they may be fouled. Also check for strong spark in all cyl.
Good luck
