Im guessing this a farmers fix for worn axle extensions? This bolt stops the bushing from dropping down into the axle extension.

Jerk is on other side.

Shot of the bushing in the hole. Bolt stops it so it is flush to the top.

Cleaned up nice is it shot? Im guessing the bushing should be a tight fit? It just drops in. Do the bushings need to be reamed? wont easly slide over the spindle.

My experience -- I had to replace an axle extension because of extreme wear (the axle was wallowed out) and a new bushing just dropped into the middle of the axle. Luckily I found a used one at reasonable cost. Always wondered it a new bushing could have been put in place with JB Weld. I'm not sure how you would get the geometry correct.

The bolt looks like a farmer fix to me. It must have been used as a set screw to stop the bushing from moving around. I glued a loose bushing into the spindle housing with JB Weld on one of my tractors a couple of years ago. So far it has held. If I need to ream the bushings to get the spindle back in, I just use a wheel cylinder hone.
