All 9n and 2n tractor serial numbers start "9N". Sometimes a tractor will get a new engine with no serial number, and sometimes the owner will stamp his previous serial number on to his new engine. Maybe some previous owner just couldn't stand people referring to his 2n and a 9n so he "corrected" the serial number. I'd like to see a close up photo of the serial number on this one to see if the font is the same as the factory serial numbers. Most probably the seller didn't bother to actually look at the serial number. It's all supposition. If you were really interested in bidding you should email the seller and have him clarify that point.

It's not that the block gets restamped. Usually with a new engine (especially a new block) the serial number area will be blank. I've seen several with blank serial numbers indicating a replacement engine. I've seen one or two that have a serial number stamped but it's obviously in a font other than that used at the factory. I guess a few rebuilders felt it important to transfer the original serial number from the toasted engine to the replacement block so future generations could accurately order parts for it. I'm just wondering if the guy who replaced that engine was bothered that 2n tractors serial numbers started with 9n and so decided that this one would be "fixed" to satisfy him. Most of the time, tractor sellers on ebay have no idea of the history of these things.
