I am using a 3-pt carryall and simply lifting and lowering, do I want to leave the position control lever up or down.

"UP" for "POSITION CONTROL" while using the carryall.

"Down" for "FLUSH", uh, er, I mean "DRAFT CONTROL" when using "ground-engaging implements". such as a plow.
