Proper placement of axle shaft shims

Okay, the master parts catalog (p.58) shows shims (4229) on both sides of the brake dust plate. When I took the left axle apart the shims were between the dust cover and the axle housing. The right axle had the shims between the dust cover and the bearing retainer. Since the MPC shows both, which is correct? TIA, WC

They were originally between the dust plate and the retainer however either location will produce the same effect.

What I did was to place only one shim (paper) between the dust cover and the axle housing and remaining shims (metal) between the dust cover and the bearing retainer. The reason I use paper and metal was some of the original metal shims were damaged so I replaced with paper.
