I'll be kickin' myself next time when the old Jubilee just grunts but I've always been able to rely on it starting as soon as it spins. It's a 6 volt system, battery is at least four years old and I've never touched plugs and points since I bought it. It's started right up without a boost as low as 25 below in the past. Hope I'm not jynxing myself!

I live in Wisconsin too. It was -10 this morning. When you start your tractor, does it start at any speed or mostly near idle.

I have the best luck at just above idle and then choke every 3-4 seconds for about the first minute. I've only had the tractor for a short time and really haven't done much yet, butg I have plans.

I open the throttle to between 1/4 and 1/3 of the way and press the starter while pulling the choke button. As soon as it fires, I release the choke but am prepared to pull it again for a second or two during the first minute or so that the engine runs. In the first few minutes, I might have to use the choke for a second while lifting the 3ph or the loader and when I first roll the tractor. After that I won't use the choke again. The Jubilee builds oil pressure immediately but my 2N can take 30-60 seconds to register any pressure so I'm careful to ease up on the throttle as soon as it starts.
