'49 8N Carb intake blowback

I have a 49 8N that was just rebuilt. It runs with a small sputter at idle, but when I try to run at anything more than that, it sounds like it is "bogging down". I took the intake hose off, and when I run the throttle up, I can see some gas blowing out the air intake. I have cleaned, rebuilt, and adjusted that carb to death. I had the machine shop install the valves in the engine when I had it re-sleeved. I am thinking that they did not set them right. Can I adjust the valves with out taking the head back off? Any tricks? Any help would be appreciated.

Why not run a compression check. If you have a valve failing to seat it willshow up. An intake valve that is not seating will do as you mention, spit back through the carb. You do not have to pull the head to adjust valves.
