i am having the same problem, except i only get to work on it on the weekend so the solution is coming slow. but this is what i have so far thanks to a lot of help from good folks on the board: first check the bushhog to make sure the problem is not there like something bound up. should turn free by hand when disconnected.
Then make sure you have good wires that are not crossed, with clean plugs; you would be suprised how well an 8N runs on 2 or 3 cylinders. Then most likely check the gas- got good flow to carb, your carb is clean and high speed screw set for enough fuel at load. lots of posts here on how to adjust. (dont forget to check the throttle shaft/packing for good seal). if that is ok, check governor is hooked up correctly and functioning well. A way to check is to see if your tractor will pull under a load such as going up a hill--Put it in third and go slow up a hill without moving the throttle: when the rpms drop the carb should open up to compensate for the loss of RPMs or your govenor could be faulty. Another possibility is bad centrifigal advance (under load), i think the IT FO-4 manual shows how to set this on a '52 N.
A couple other things to check are for leaks around manifold, and sticky valves. Spraying wd40 around intake manifold with engine running and listening for change in speed tells if you have aleak. If you have a gage, a compression test might tell you if your valves are sticking. Otherwise you can open the cover, turn the engine (ignition key OFF, and in tranny in Neutral) A lot of folks recommend using Marvel Mystery Oil in oil to act as solvent for a while as a last resort effort to free up the valves.
Tell us what you find...

Another possibility is plugs or wires. These old Ns will run on 2 cylinders and you won't notice the miss. But it won't have any power. Make sure your plugs aren't fouled and that the wires are good and the firing order is correct (1243 front to back).

bg is right. But running at idle is one thing and under a load is another.
Could still be a fuel problem.
Pull the plug on the Carb bowl to check for good fuel flow.

My 51 8N is similar. My engine has never been "refreshed'since it was new 51 years ago. It ran great for years back in the fifties when we were using it hard. It went on "light duty" in the early 60's and has finally just run out of steam. Maybe yours has a similar history. How's your compression in each cylinder? The archives will tell you what it should be and how to interpret your readings.

chuck,
make sure the pto shaft/drive line is spinning freely. with engine off and pto disengaged, you should be able to turn the drive line easily. if not check for grass wrapped around the brush hogs axle (under deck). good luck, tim.

If you have a done a complete tune up, and the carb is set rich enough, the next likely culprit is the governor. It's supposed to keep rpm's leveled out depending on load.
