Left brake locking up '51 8N

I was having trouble with my left brake locking up so I pulled the wheel and brake drum off suspecting a bad grease seal..... well there is grease coating about everything in the drum but the small(3rd) spring is also missing. I was wondering which of the two would be causing the most trouble? ie: is the third spring on the left brake vital if your not plowing with the tractor?
Also, what is the procedure for replacing the bad seal(s)?

I suspect the absence of the spring is the cause of the brake not releasing. The grease is very common. I just finished putting in new seals and using Zanes fix which is taping up the shafts with teflon and then squirting a tube of silicone caulk in housing around shaft (THANKS ZANE!). I was skeptical of this at first, but figured Zane knows his stuff. When I finally got it apart I could see that the caulk was not going to hurt anything as long as you get it far enough into the axle housing so it does not ooze back into hub.

I then cleaned shoes and surfaces good and put together. Brakes were better but still not great. After a few weeks I took apart both wheels and was pleased to find no leak but a faint greasy coating on shoes and drum. Broke down and bought new shoes because its almost impossible to get years worth of grease out of pads. Also roughed up drum with a wire wheel. For the first time since I got my N, Both wheels lock up effortlessly when applying brakes and I can finally turn on a dime like I have been reading about!
