There was a skid steer tractor named a "Bellmar" It did not steer with steering clutches as it should have but with brakes alone. When the brakes get bad you just don't steer but go in a straight line and there are very few jobs that you can do going in a straight line. The rear end and steering mechanism is from a David Brown tractor and the brake linings that are sold at Tisco and several other suppliers.
You should measue the diameter of the discs and the number of splines and the inside measurements of the spline before ordering them. They are slightly thicker than the ones originally used on the Bellmar but can be used by shimming out the brake housing to accomidate the difference.
I would assume the differential is DAvid Brown also. From the rear of the transmission to the front of the hood everything else if Ford.

Don't know what you have. Jubilee was only made in 1953 as a tractor. Did they also make a skid steer loader with the name? If it's a Ford call Palmer Fossum, if anybody knows he will. 507-645-8095
