Some of the obvious questions:
Are the plug wires on in correct order, 1-2-4-3?
Are the plugs correct heat range and properly gapped? Are the valves properly adjusted?
When you pull the throttle wide open with tractor in neutral, does it rev up quickly and smoothly, or does it stumble and falter?
Is the timing correct?
Have you checked the centrifugal advance to see if it is working?
Are the brakes dragging?
Does it burn any oil(Blue smoke)?
Is the governor hooked up properly?
Have you inspected the governor's innards for wear?
Have you checked the points, condensor, rotor, cap and coil? Are all of your electrical connections clean, tight and bright?

This is very little information to go on, but:

When it starts to lose power does the engine try to speed back up? A defective governor will cause it not to have power.

Secondly, if it is not something like the governor, you are into the engine. Assuming it starts and runs, doesn't stall the next step would be a compression test both dry and wet. If you have not done one of these, you pull the plugs, open the throttle, and check each cylinder first as it is then put in about a teasoon of oil.

This will show any abnormalities that may be due to head/gasket/rings/valves.

If you do this and post the results, someone can help analyze the results. Basically you are looking for fairly equal readings in the 90 psi+ range and not a lot of difference wet and dry.
