My neighbors 9N will not come to anywhere near full RPM when he opens the throttle. Mine does. We have switched carbs and distributors. If we open the throttle manually (overriding the governor) we get the same result. Compression is down on his tractor. But at no load I can't figure why it won't rev up. Any ideas?

Check fuel supply from tank to carb, just to be sure you have a full flow of gas.
Check your points and timing, plugs and wires, coil. check the centrifugal advance for rusting, binding or execessive wear. Also make sure the exhaust system and intake manifold are not clogged.(Disconnect the tailpipe and see if that makes a difference) An engine must be able to inhale and exhale freely. How low is the compression? Is it evenly low (within 5 lbs)on all cylinders? Does the engine turn over freely(remove plugs and crank)or does it drag?
Valve clearance must be within specs.
